Missing children and e-country.

State Audit Office controlled the activity of the Ministry of Education and Research in assuring duty going to school and made some astonishing discoveries.
In comparing the number of children going to school with the number of children in obligation to go to school according to population register, transpired the great difference between those two numbers.
In the beginning of this year there were 3 874 children in Estonia who have the obligation to go to school, but none of their names are in any of Estonian school's lists.
In order to study the reasons of staying away from education, it is necessary to know how many children are not accomplish the obligation, what is the state of their parents' economical situation and what kind of problems have the children had earlier.
According to State Audit Offices' assessment the Ministry of Education and Reserach has no data to observe those children and calculation on these children is defective. In other words - it is not possible to talk about solving the problem without a proper information system that aggregates data from different ministries databases. It seems somehow astonishing that in e-country where even elections are electronical, has no joint database over children with obligation to go to school.
